Paypal shipping shows using on 1 email but not on another?

Paypal shipping shows using on 1 email but not on another?

Strange one this. I have the cart working fine and uploads everything to Paypal including shipping. Now, when I change the email address of the business in the hidden field on the checkout page the shipping disappears in Paypal? Why would it do that. I've not changed anything other than an email address.
